Global Development of Green Shipping Corridors: Challenges and Opportunities from a Chinese Viewpoint

五、报告摘要

Since the inception of the green shipping corridor (GSC) by the Clydebank Declaration at the 26th Conference of the Parties (COP26) to the UNFCCC in November 2021, ten stakeholders, among others, port authorities, shipowners, cargo owners, green fuel producers, classification societies, governments, and the International Maritime Organization, have made coalitions to establish GSCs. The name is also referred to as Green and Digital Shipping Corridor (GDSC), exemplified by the Singapore–Rotterdam, Singapore-L.A., and Singapore-Australia routes. As of October 2025, approximately 60 corridors have been announced or are in feasibility and pilot stages for deep-sea and short-sea shipping. While implementing GSC/GDSC, we are facing challenges and opportunities. First, we need to tackle two key prerequisites of successful implementation of GSCs: i) How can we reduce the higher burden capital costs and operation costs of a zero-emission vessel (ZEV) with green fuels, compared to existing fossil fuel-powered ships? Moreover, ii) How can we secure the production and supply chains of green fuels and develop their infrastructure? From the perspective of Chinese stakeholders, challenges include scaling up fuel supply, adapting safety codes, bridging cost gaps in ZEVs' building and operations, and sequencing skills and infrastructure, but opportunities are evident in implementing GSCs through backward and forward linkages. This topic aims to address the above challenges and opportunities from a Chinese perspective, following a review of the current development of GSCs worldwide.

六、报告人简介

Paul Tae-Woo Lee is a Professor and Director at Maritime Logistics and Free Trade Islands Research Center, Zhejiang University in China. His recent research interest lies in the impacts of the Belt and Road Initiative in maritime transport and logistics. He has published 7 books and more than 150 papers in international journals, including 25 papers regarding Belt and Road Initiative. He is EIC of Journal of International Logistics and Trade and Associate Editor of Transportation Research Part E. He is a well-know speaker in UN ESCAP, UNCTAD, and APEC and also conducted research for the above organizations. He is a founding member of and currently Chairman of Belt and Road Initiative-International Collaboration Network (BRI-ICN) established in 2016, under which BRI conferences were held five times in Australia, China, Vietnam, Thailand and Sri Lanka.
